Signal Chart "Future Expansion"

As I was reviewing the signal chart today in all this spare time I've had, I noticed there was a note at the bottom that said signals 25 and 26 are for future expansion and they are absent from the chart. Anyone know what they are planning for them to be?

Such open signal numbers have been there for as long as I've been working football. I don't believe there are any new signals in the works, though we could use one for momentum exception.

I've got rule books going back to 1985 and at that time S17, S25 and S26 were all reserved.
In 1988, S17 was added for NCAA use as it still is today.

Interesting (to me anyway) was that in 1992, the sideline warning S15 was added for NF use. I certainly didn't remember that.
