I've heard it, and used it.

But I'm also in Texas, so that proves nothing, I guess.

REPLY: Actually the term was coined in 1884 to denote a person who bolted from the Republican party. It's now more commonly used to describe a political independent: neither Democrat or Republican; neither fish nor foul; neither lineman nor back.
