9.4.4 refers to illegally kicking a ball, a loose ball.
I beleive the exception is there on for a sitution where a legal scrimmage kick has been made and downfield somwhere, team-A illegal kicks the loose ball. Your example is for an illegal kick, not illegally kicking (a loose) ball. Kill the play, step off 5 yards from the previous spot and kive the ball to team-B. B 1/10 @A-25
