You are correct. In NCAA An illegal kick is a scrimmage kick beyond the NZ or using a device or material to mark the spot, or using an elevating device. 5 yards and LOD.
Illegalling kicking the ball is what may have happened here and is 15 yards and LOD.
In NF there are not 2 different kick penalties. An illegal kick and illegally kicking are both 15 yarders w/out LOD.
