Never did the offense gain an advantage by trying to "hide" near the sideline. The defensive back always came out to cover the receiver. I never call this unless there is an advantage gained.

For what it's worth, I rarely if ever see this called. Should I be flagging this?

I think you had a good "no call". That said, I would discuss with one of the experienced guys on my crew during post-game. A veteran's flag will often be accepted more readily in this type of situation than a rookie's flag. This makes life easier.
