If you have the luxury of having a BJ and FJ they can help out with this alot. If they are boxing the field in they should have an angle to see the head coach or designee even close to the snap. I agree that if the snap is about to happen you should err on the side of no time out. I can see this rule being a problem in a loud stadium.
