Hawaii.
Here in Hawaii the state association is a private nonprofit organization that is in charge of organizing and running all state high school championships.
As it stands currently the athletic directors of all the schools, public and private, voted to belong to the association. They monitor our football exam and send evaluators to review us. If you pass the test and the on-field review we are selected for the state play-off games. Then we are formed in crews of 7 as individuals rather than as crews. As for the regular season, the state association has thought about assigning all the games but I think what they are planning for is to provide a system for uniform training and testing of all officials so that we all comply with the same standards. I think its a good thing actually because teams do travel from region to region and its nice to have standard officiating especially the philosophical viewpoints.

Oregon, Nevada, and Arizona

Then when the playoffs roll around the GAMES are assigned to the individual associations by the state office and the officials are then assigned by the indivdual associations. Nevada is done the same method as Oregon! In Arizona every varsity game and every assignment for every varsity game are assigned out of the state office!!!

Long Island, NY
The state association assigns all games on Long Island. The two counties are broken into two different sections of the state association and each is responsible for assignment and payment of all games in all sports.
