Using a scrimmage kick exception to kill time?
It's 4th down, or 3rd in Canadian rules, with a few seconds remaining in the 2nd or 4th period, when the ball is snapped in a place kick formation. There's an ostensible kicker in place, and the player who takes the snap either tees it up for an ostensible kick or just kneels with the ball in his hands, until time expires. The ostensible kicker just picks his nose but looks like he'd be able to kick the ball if he wanted to.
Is the ball live even if it looks like they're just wasting time? I'm interested in how this goes in every rule set. I'm especially interested in a ruling in cases where an opposing player touches the ostensible kneeling place kick holder but not enough to prevent the runner's "progress".
