Yopu can't prevent the players from going NEAR the sideline. However, they can't leave the field. Also, the coach shouldn't be allowed to come onto the field to converse with the team. This is true whether the team comes near the sideline or remains in the middle of the field. The wing officials have to police these situations.
It's definitely different than a charged TO. 3-5-2 addresses charged TOs. 3-5-7 addresses officials' TOs. 3-5-8 addresses when an authorized TO may occur duringan officials' TO.
