Looks like a clear push to me.
One of those plays where the Gold coach would say, "But they're both going for the ball!" (which never makes sense to me), but a clear push nonetheless. Tough angle for the official to see that though. He was likely straight-lined.

Although we really can't tell positively from the video, it might be that the last bounce of the ball right before the push, hit OOB and the official just called that. There would then have been no call on the foul because it would have happened during a dead ball and it wasn't intentional or flagrant.
Just a guess.
