Certainly a travel and looked like an arm went mostly up but then quickly down. A change of heart for some reason.

Yes, a travel....but I guess he didn't slide his pivot foot far enough to meet the arbitrary distance threshold some officials have.

He may have been straight lined by the defensive player and the offensive outlet. If he would have adjusted a bit he probably would have had a much better look and had the call. He's pretty stock still...
