Worked a girls JV game last night where we had the following:

On the second throw, after the shooter gets the ball at the line, the girl in the highest lane space picks up her leg to take a Nazi-march-step into the lane. The sticky point for me was, even though she was above/in the lane, she never touched the floor before the shooter released the ball.

I called a violation anyway, let the shooter have a redo, and we went from there.

No one complained, shooter or coach, but I thought I would see if anyone would disagree with this being a deliberate disconcerting effort?

you got it right. the question you have to ask on disconcertion is "Did the defense do something which would distract the free thrower?" it doesn't have to be deliberate/intentional. also, disconcertion doesn't require someone touching the lane before the ball is released.
