The compression short rule says they have to be above the knee. The undergarment statement you cited, they can't extend below the pants/skirt, is in the same section as compression shorts. Compression shorts are worn under....

Tights are worn under....but they are included with sleeves....

At some point they will get rid of the compression shorts section... They just haven't gotten around to it....

Yeah, it's confusing as hell... that's for sure.

However, there is a distinction, and I don't have a problem with it. IMO, compression shorts should be the same color as the shorts. Not that I care enough to get upset if they were treated like tights.

And the NFHS looked at the compression shorts rule and made the change from color of shorts to color of jersey. You would think that somebody at the table would have raised their hand and said, "Wait a cotton picking minute. What's the difference between compression shorts, and tights? We just legalized tights, so shouldn't we just get rid of the rule regarding compression shorts?".

A compression short is a type of undergarment. The rule about not extending below the knee is the same as it was last year. That was to make it clear, in my opinion, that tights, another type of undergarment, we're not worn. I believe they just added tights to the sleeve area and didn't remove the comment about undergarments extending below the knee. My opinion.

I think of "undergarments" as something like boxer shorts, but you could be right now that I think about it.
