Administrative technical fouls ( ie book not ready 10 minutes before the game, change to roster after 10 min. period) are administered before the game starts, correct? So if A is charged with an admin. technical, B would shoot 2 FTs and then to point of interruption which would be the opening jump ball to start the game, correct? Thanks.

NCAAW 4-15-3a: An administrative technical foul occurs when there is a violation of rules pertaining to, but not limited to, court/equipment requirements, rosters, benches, illegal uniforms/numbers, scorebook, team delays, excessive timeouts, and team followers.
There's nothing in that definition that limits ATs to violations that take place prior to the jump ball. However, if the AT is called before the opening jump the offended team shoots two FTs and you go back to the POI, which would be the jump ball.
