In NCAAW, the same player must shoot both FTs from a technical foul. That player is chosen by the HC or team captain and can be a substitute. Any player who is substituted for cannot reenter until after the game clock has been properly started. (They must "sit a tick.")

I believe that the rules in NCAAM are the same, but I don't have that book handy.
