Am I haveing a brain f@rt? Doesn't team control end with a shot attempt? The OP said the scrum occurred during rebounding action. That tells me there is no team control.

I would never fault another official for killing play because he/she thought somebody was hurt/injured. Especially in a rec contest.

I don't think they bashed heads when they collided--just ran into each other. Although I only saw it briefly the fact that they both got up and although woozy they both ended up ok indicates to me they were just momentarily stunned.
