I know the rule was in place, but I've never seen it actually put into play. Easily a violation when 5 seconds elapses on a closely guarded situation.

What a dumb play....

My guess is that they were behind about 1,000,000-0 and were just stalling to keep the score down. This was the only way they thought they could do it without getting the ball stolen.
