The rule that was broken was article 5.

ART. 5 . . . Until the tossed ball is touched by one or both jumpers, nonjumpers
shall not:
a. Have either foot break the plane of the center restraining circle cylinder.

As someone said before, we aren't great at jump balls because they only happen at the beginning of the game and they are usually routine. It happened so fast that I can imagine that the U1 and U2 both said to themselves, "that looked strange." It probably took them a couple seconds to realize that the player had broken the plane of the circle before the ball was tossed and by then it was too late.

... was the U2 thinking, "was that a break dancing bear?"

Although "filling in as naturally as possible" is a more likely scenario.
