The proper throw-in spot for a foul/violation might be the point of interruption, but usually that's just a happy coincidence.

Double foul is always point of interruption. (I'm working without a net here guys, with no books, here at work.)

Yep, this thread confirms it. Definitely a young, inexperienced official. I'd guess two years experience or less.

Nothing wrong with that, as long as you understnad when you have a learning opportunity, as opposed to pushing a bad opinion on a topic just because you want/think you're right.
