Unused Timeouts?

Quick Question --->

Tied ball game at the end of 4th quarter

Team A still has one 30 second time out remaining from his original 5 time outs

Before we begin the OT period, and before the ball becomes live to begin the OT period, Team A head coach asks the U1 to use his last 30 sec TO?

Can he use this TO and rules reference please?
