Jeff,
I got the WIAA (Wisconsin) bulletin today (a newsletter they send out periodically) that listed the rules changes that have already been on this site. Listed with it are some mechanics changes, and I posted those under a different thread, which shouldn't be too hard to find. http://www.officialforum.com/thread/8583 They correspond to sections of the Federation mechanics manual, so I'm assuming these are NFHS changes.
