I don't think it's an actual rule either. Probably started by the same guy that started the reach and over the back thing...I really hate him.

Palming or carrying is when the ball comes to rest in the player's hand, and the player either travels with the ball, or dribbles a second time. We're debating it because we can't find reference to the fact that it is not a violation in the books.

We also know that it takes a slow whistle not to call it right away - something we are both working on.
