Has either side in the debate referenced the rules book?

The rule book is very clear about the restrictions placed on the shooter. 9-1-3 (e).

I did reference this rule to my partner and said that is would be a violation on the free-thrower. He still seems to think that the foot would need to be on the floor past boundry line as in out of bounds. Just trying to get others opinion to show him the error of his ways

When does your partner think a violation occurs when we call a delay of game warning during a throw-in on the defense for breaking the plane?

Yes or no, one is the correct answer.
Which do you think it is based on the posts or reading the rule?
