Free Throw Violation Debate

If the free thrower has a foot in the air over the edge of the free-throw line, but not on the floor before ball hits rim or backboard is that a violation?

The rule book is very clear about the restrictions placed on the shooter. 9-1-3 (e).

9-1-3e

I did reference this rule to my partner and said that is would be a violation on the free-thrower. He still seems to think that the foot would need to be on the floor past boundry line as in out of bounds. Just trying to get others opinion to show him the error of his ways

When does your partner think a violation occurs when we call a delay of game warning during a throw-in on the defense for breaking the plane?
