Is there a ruling on this or is it not in the officials hands?

I think what the officials may have meant by not being able to do anything is......prior to the game they cannot make any announcement to tell people not to touch the players. I think a better way to handle the situation would have been. Tell your players that if this occurs bring it to your attention and you could address the officials at that time. JMO
