A1 tries to rebound but pushes off B1 and I call an offensive foul on A1. As I am walking from lead to report it, I hear the phrase "that's bull****" come from my left. I look to see who is there and it is just A1 and A2. Now there's no way to know which one said it but its definitely from one of them. So who is the T assessed to?

Did you ask your partner if he heard who said it?
If not, pick one and make the call. If he protests that he didn't say anything, change the call to the other one. If the first one was really guilty, he'll step up to protect his teammate. If he doesn't - stay with the call on the second one. If he says he didn't do it either, then whack both of them - one for saying it and the other for lying. It doesn't matter which one gets called for which offense - it comes out the same. I call this "striped logic".

If the coach protests, explain very clearly that his players feel they can swear at you, and that you will not tolerate it. Like Mark said, one of the two should fess up. If they don't that's their problem. If the coach protests further, change the call and whack him instead. Whatever happens, Team A has to get a T out of this.
