Did you ask your partner if he heard who said it?
If not, pick one and make the call. If he protests that he didn't say anything, change the call to the other one. If the first one was really guilty, he'll step up to protect his teammate. If he doesn't - stay with the call on the second one. If he says he didn't do it either, then whack both of them - one for saying it and the other for lying. It doesn't matter which one gets called for which offense - it comes out the same.
I call this "striped logic".
