Where is it in the rule book. The team NOT in possession of ball ask for a TO and official mistakenly blows whistle to grant the TO and you still have to give them the TO by what rule?

Haven't come across that one. This year you can claim it as an inadvertant whistle. Put it back in play and go.

Case Book 5.8.3 Situation E:

The official erroneously grants Team B a time-out in a situation when Team B cannot have one. What happens now? Ruling: Team B is entitled to use the time-out since it was granted. The time-out once granted cannot be revoked and is charged to Team B. All privileges and rights permitted during a charged time-out are available to both teams.

I believe this is the NCAA interp. But as was already pointed out, in FED, you use the TO.

Okay, but now comes the sticky part: What happens to the ball AFTER the time-out? POI? PA? Some other acronym which I don't know of?

Throw-in to the team that had control at the spot nearest where the ball was when the time-out was called. No different than if the team with possession had called the time-out.

That's what I would have expected, but it's surprising how quickly logic goes out the window when the whistle was a surprise!
