For ncaa rules a double technical foul occurs when two opponents commit technical fouls agaist each other at approximately the same time.
example during a dead ball period A1 technical foul for bad behaviour, let's say 10 sec. later B1 technical foul. not a double Tech. foul by definition? no shots, POI or 2 shots for A, 2 shots for B, POI The POI was B ball out of bounds backcourt with 25sec. but gets reset because of the T to A team.

Chuck, we are shooting F.T. back to POI.
What happens to the shot clock if the T's are in the reverse order? Left @ 25 sec? or Reset?
