And whether it is properly padded and does not create a safety issue is " the referee's discretion". The only thing wrong with that is Tuesday night Joe Blow didn't give a crud so he didn't mention it, and now it's Friday night and Roger Rulebook makes an issue out of it, it causes some inconsistency among crews, but I guess nothing is perfect.
