Watching the Navy-Army game on CBS College Sports, Army player 12 has a grey shirt on under white uniform.
What's the rule state?

In NFHS the undershirt has to be the color of the torso of the jersey. I thought the NCAA had a similar rule.

No, they don't. It has to be "similar in color." The NCAA rule is the same.

That's what I was trying to figure out as the one Army player has a grey undershirt on with white uniform.

Comments on the Rules H. PLAYER/TEAM CONDUCT AND DRESS (4) While playing, players must keep their uniform shirts tucked into their pants, and no T-shirts are allowed.

I've never had to enforce this rule in a high school game, just middle school. (Our board has made it clear: this rule applies at all levels.) Most people will not raise a fuss when you enforce the undershirt rule. If anything, they get a bit annoyed of the lack of consistency, and that they weren't informed before about the rule.
The one exception: Middle school girls. I saw one girl burst into tears when she found out she couldn't wear her T-shirt, one try to tuck the sleeves into the uniform (doesn't work), and one outright refuse to play without a t-shirt. (All cases: red unis, white T-shirts.) That age and gender make for a sensitive combination. |

The gray t-shirt in question was closer to black than it was to white as it was a darker shade
At least he wasn't wearing his BDUs, although there is the winter BDUs.
