NCAA: Use of Replay

Longtime follower of the board, seven years HS reffing experience in Iowa. First post.

Great Alaska Shootout tonight: Drake v. Weber State game. At the end of the game, the officials went to the monitor to review (apparently) whether or not they should assess a technical foul for a player spiking the basketball. I didn't think this was an approved use. Thoughts?
