who decides what games should be shown?

I was so pissed off when the Duke/Florida game got pre-empted by the other game and even more pissed when they wouldn't show the last 5 minutes of that game. I do believe the other game wasn't even close either. I forget which one was broadcasted favorably but that just goes to show you what the average viewer(myself) would prefer to see. I remember now(Tulsa/Miami), give me a break. Can anybody make sense of their choosing which one they will show? I was all geared up to see a high profile game not some game where there really isn't a standout group of preformers. Then on top of that they did it again NC/Tenn in contrast to SH/OSU. I think the ratings will be down come final 4 time!
