If you are employed by the state association and it's your job to monitor these matters, I encourage you to contact the association's legal counsel regarding how to proceed.

If not, forget it. Not your problem, and anything you try to do will reflect badly on you.

The only exception I might make would be if I knew a sex offender had an officiating license. I might let the state know about that guy.
