2) As described, that is a violation for offensive basket interference.

#1 and #2 are apples and oranges.

Touching a ball that is not on or within the basket while hanging on the ring is not BI. Nor is it any other violation that I can think of.

I watched the game too and couldn't for the life of me understand what these announcers were talking about.

When will announcers learn not to comment on plays they know nothing about. 2 or 3 times the announcers said ND got away with an obvious violation. No retraction later on either.

It isn't a violation and never has been. It could be a technical foul though under certain circumstances.
