Free Throw lane spaces

Had this situation today in a rec league game (NFHS rules):

Team A, up by 5 points with about 8 seconds left in the game, with A1 shooting a 1-and-1 free throw. Team B is granted a timeout prior to the first free throw.

Coming out of the timeout, A1 positions herself at the free throw line. The rest of Team A players remain in their backcourt. All of Team B's players remain in team A's backcourt.

According to rule 8.1.4c, the first two lane spaces "shall" be occupied by Team B. I informed Team B that they needed to have players in those spaces, which caused Team B's coach complain that "they didn't have to have players there". After a few seconds, Team B relented and put two of their players in the first two lane spaces.

My question: what is the penalty if Team B refuses to occupy the first two lane spaces? I can't find anything in the rule book or the casebook to address this situation.

You sit down on the court with the ball and have your partner sit next to you and you tell Coach B that you'll just wait there until he gets his players in the spaces. After a couple of hours, he might get the hint. Oh yeah - don't forget to send the scorekeeper out for some refreshments.

Don't discount this - it works.

After a TO, use case book play 9.1.2SitA.

After a foul, etc., use case book play 10.1.5SitC(b).

9.1.2A is not relevant. It covers a team staying at thier bench, still in the timeout, and not coming out of the timeout...perhaps not aware that it was over...."team B is still huddling at the bench... In this case, the trail official uses the resumption-of-play procedure..."

In the post above, the team came of the timeout and took positions on the floor. At that point, they no longer have the option of not occupying the spaces under the resumption-of-play procedure. They are not ignoring the end of the timeout/intermission....they are just not occupying the required spots.
