New NBA Mechanic...

Watching the Jazz/Nuggets game tonight and I have noticed that Scott Foster holds out his hand (similar to the mechanic for a delayed lane violation) when he knows that at the next dead ball a TV timeout is coming.

I'm assuming this isn't a new mechanic as I haven't seen it from anyone else but I just thought it was interesting.

What's really cool is their mechanic for traveling. The official does not blow the whistle and does not make any motion with the hands.

That is the signal some guys in the league use to express a mandatory timeout is coming during the next dead ball.

That's not a new mechanic, its used commonly in any game, involving mandatory media timeouts, including NCAA. You won't find it in the mechanics manuals, but it is common practice to communicate with your partners so as to not be caught by surprise.
