Never fully trust the scoreboard, especially with older scoreboards that don't tick off tenths of a second. In these cases, even when the time says 0:00, there are still nine tenths of a second left, enough time to catch and shoot.

Neither. The game is over and the final score approved with the officials leave the visual confines of the gym.

The quarter ends when time has expired and all related activity is over. In many cases a quarter extends beyond both the horn sounding and the scoreboard showing all zeros.
