Clock Managment and Subs

Girls game, two person.

0:05 left in half, U1 hands ball to A1 for sideline throw-in. Clock person starts the clock on the hand off so horn goes off as ball as inbounded.

R goes to table instructs :05 be put back on clock for new throw in. Coach A wants to sub at this point.

Is this a legal sub since it was clock malfunction and not a normal stoppage of play?

NFHS: Yes, the ball is dead and subs can enter.

I believe it's different for NCAAM and NCAAW.
