BTW I'm not looking to whack a coach. A fan asked me what I would do. My first reaction was I'd do nothing other than watch for rough play.

This is why you do not listen to fans about how to apply rules. They think what is instructed by a coach is directly under our jurisdiction purely on their ignorance of the rules and our role in the game.
