Screens

First time posting! I have been officiating for two years now. Have learned a lot from this forum and I have a question.
I thought I read somewhere (NFHS) where an offensive player may be moving and this is a legal screen. I believe in a parallel position with the player in possession.

You can always set a screen if both players are moving in the same direction. Or you can move on a screen anytime as long as there is no contact. Once there is contact the screener in the last example is responsible for the contact.

That being said I try to call fouls on illegal screens when the defender or screened player contact altered or stopped the player. If they just give up because someone is in front of them and the barely touch, that is not good enough.

Who needs rhetorical questions?

A moving screen is not in and of itself a foul, contact must occur for a foul to be called. If a blind screen is set on a stationary defender, the defender must be given one normal step to change direction and attempt to avoid contact. If a screen is set on a moving defender, the defender gets a minimum of one step and a maximum of two steps, depending on the speed and distance of the defender.
