Depends on what "in" means in the phrase "in overtime" as you said in the OP.

During the period of time between the jump ball, and the end of the overtime period, consecutive timeouts may be granted.

If regulation time has ended, then consecutive timeouts can not be granted.

If an overtime period time has ended, then consecutive timeouts can not be granted.
