This is a HTBT type of play. I think there is support for all the answers given, to be honest. I know in the past I have called it both ways depending on the mood of the game. If this is the first incident of things possibly going downhill, I would probably just call a common foul, use a little game management, and talk with the player. But if the game is already on the downward slide, I'm going to probable not pass on the intentional. just my $0.02

I would.

The ball is dead when the first foul happens. The grab of the jersey (by itself) isn't excess contact and doesn't neutralize an obvious advantage, ...

So, while it would (or could) be an IP if the first foul hadn't happend, it's just incidental contact after the first foul does happen.
