I only blow my whistle coming out of a time out or when there has been some sort of delay.

After timeouts, intermissions, or extended delays. I think this is the same at all levels.

In NCAA-W the L blows the whistle before administering a front court endline throw-in & the T chops in time.

This really depends on who you work for. Some want the whistle only blown coming out of timeouts, intermissions or extended delays. Some areas want officials to blow the whistle on almost all throw-in situations. I believe that is the case in Women's basketball, but I would not know anymore. Most levels follow the list that I posted above, but in certain areas have customs to blow the whistle more often. It really comes down to who you work for and what is done in that area. I would suggest that in most situations you do not need to blow the whistle, but some feel the whistle should be used more often.

Peace
