And if there are questions you still can't find answers to after diligently searching those sources, come back and ask. We don't mind helping with individual questions; we do mind people asking for a copy of the answers. There are some hereabouts that would even throw out the "c word" in regards to such requests. I'm just sayin'

I kind of like that it assigns responsibility for the incident beyond just the player. And I like that it results in no throws. But it seems kinda far out there for my liking.
How are we to know who the spectator is? It could be the player's brother.

If you can't tell, then don't penalize. It is, most of the time, pretty easy to tell.
