Why do you want an NBA rule citation--Do you play in the NBAor pro-league? If you are not a professional player, you should be using NCAA or HS/Federation rules

Why do you say that? Those are not any more applicable than the NBA rules. Do you believe that he plays for a NCAA sanctioned college team or is a HS student?

He is playing a pick-up game with some friends. They can agree to use whatever rules they wish.

Even some rec leagues use NBA rules, I imagine.
