They didn't call anything, they merely blew their whistle's and huddled. Then they figured it out, that's my version. I see what you're saying, though. I just invision it all happening very fast and them being a little shell-shocked and maybe one of them giving the closed fist when two or three whistles blow, they come together and decide on the violation before the foul similar to travel before a foul in the paint. I don't think you have an error committed until you report something or put the ball back in play.
