I think the posters who have said that it really depends on the individual's finances and priorities are correct. I would never presume to tell another official that he should stop going to a camp that he felt was still beneficial to him.
Having said that, the answer that was right for me, personally, in one case was 4, and in another case was only 2. I went to one particular camp 4 times. Going into the fourth time, I talked to the assignor and had a good conversation with him, which was encouraging, but certainly not a promise that he'd give me games. After that fourth time, I also talked to one of the observers there and asked him if this camp was still worth my time and money. He said, quite honestly, that if I hadn't cracked the assignor's roster by now, it was unlikely that I would. So I decided that I wouldn't attend anymore after that.
As it turned out, I actually did get a couple games from the assignor after that, but I had made my decision before that.
The other camp I mentioned was far outside my geographic area, and while it was a great teaching camp, it was obvious very quickly that I wouldn't get any game assignments from that camp. It was expensive and far away, and so I attended only twice.
I'm sure that's not interesting to anybody, but that's all I got. :)
