On a defensive foul off ball, the shooting motion need only have begun prior to the foul for the shot to count.
On an offensive foul off ball, the shot must be released prior to the foul in order to count.

Here's some basic common sense logic I learned in high school. MIT education not required.

If the shot was never released, it could never have gone in, so there wouldn't be a discussion on whether it should count or not. The unstated "prior to the foul" should be inferred following "whether the shot was released." It's the only way the post makes sense.
