this is tough. you dont want to throw your partner under the bus-- best thing you can do is blow your whistle, go up to your partner and alert him to the situation. OR you can swallow your whistle and walk awa.

If he was waving off the shot, then he felt the shot wasn't off before he blew his whistle.

Or he felt the shot wasn't off before the 3 seconds had elapsed. Could have been the right call, by rule.

The whistle and the violation don't happen simultaneously. It's when the violation occurs, not when the whistle blows.

Sounds good to me. I usually try to see if a shot is about to be taken right before I call one of my very rare three-second violations, but sometimes, depending on my position, my partners position, and my view of the player who's been in the lane a few seconds too long, I may not get a good look at the possible, or probable shooter.
