OK Mark, how about only allowing a coach to request a TO when the clock is stopped. I know it's not quite the same thing, but for the purpose at hand it works.

So you want to deal with coaches hollering for TO during a throw-in?

It would be an improvement over what we deal with now, but certainly wouldn't solve the entire issue...

My proposal: Coaches may only request TO during dead balls with the clock stopped. Basically, if a sub can enter, a timeout may be granted to a coach.

Not particularly, but as you said it would be a huge improvement and much more manageable than what we have now, and would probably eliminate 90% of the problems - I can live with that.

Let's just adopt the Fiba rule. If the coach wants a time out, he has to go to the table and request it. The table folks generally know when the ball is dead and live.

You don't have to eliminate coaches calling, just require a visual signal. A verbal request is sufficient during a dead ball.
